OCTA ACCESS has made it a policy that mobility-scooters and wheelchairs MUST back on to their lifts.  During a presentation at the California Association for Coordinated Transportation this policy was addressed in a general statement:

“MUST ALLOW WHEELCHAIR USERS TO BOARD FORWARD OR REAR FACING”
